No, this would not be satisfactory to support chronic respiratory failure.
Look for home oxygen 24/7 - dependence on CONTINUOUS home oxygen is considered a qualifying factor by many - (our RT team will perform a 'walk test' and patients that can't sustain Sp02 of greater than 91% may be termed to have chronic respiratory failure)
Also look for elevated pCO2 and elevated bicarbonate on BMP as this may support the condition
pH should be normal considering there will be renal compensation in such patients.
