Authority of ACDIS / AHIMA

In response to the recent AHIMA Guidelines for Achieving a Compliant Query Practice a physician consultant to our HIM department asks "What is the legal authority of the ACDIS / AHIMA to dictate hospital policy, procedure or best practice in relation to CMS Conditions of Participation or state law?"
What answers could I provide or resources to direct him to?

  • AHIMA is one of the cooperating parties for ICD-9 and ICD-10 guidelines and coding clinic. Therefore, they have pretty good leverage!

  • The ICD-9-CM "Official Guidelines for Coding & Reporting' are approved by four cooperating parties:

    AHA
    AHIMA
    CMS
    CDC

    HIPPA act of 1996 requires compliance with these published guidelines when reporting all clinical information.

    I hope this is helpful - to my knowledge, ACDIS, is a private organization, and although highly respected, carries no regulatory weight.

  • I believe you are right Paul. ACDIS is not regulatory-- but does set certain standards and expectations for CDI specialists...but it can not regulate anything. Standards are always good though.... without ACDIS contributions, the field of CDI would be floundering.

  • Nita: I agree - ACDIS serves the CDS profession very well - great resources and great networking. I just wanted to provide the requestor with an official response to the MD regarding the regulatory process and the obligation all have to follow the advice offerred in Coding Clinic.
