Interstitial Pneumonitis and COPD

One of my patients had interstitial pneumonitis and history of COPD.  One of my coders is suggesting this would be J440 as primary diagnosis with the new coding rule.  I wonder if perhaps the rule would not apply the same with pneumonitis as it would for a Pneumonia.  Any thoughts?
