Mortality Review Staffing Model

I would like to submit a budget request for more FTE's to start a Mortality Review Program in my current system. I want to plan for at least one CDIS at each of our 7 hospitals, so I will submit the average number of deaths per year per hospital along with the O/E ratios as a jumping point. I also need to write a ROI plan to justify the increase in FTE's.  Do any of you have a current staffing model for mortality reviewers or a ROI statement that you would be willing to share with me?  Thanks in advance!  (Vicki.davis@uhsinc.com)
