3rd Party Payor Medical Record Requests for Audits

We're planning to include a 3rd Party Payor contract provision that limits the number of Medical Record Requests allowed per month/per year/per quarter/etc.  Does anyone have a formula or policy they would be willing to share for determining what is an acceptable number?
