Traumatic Subdural w/ loss of consciousness with death due to brain injury

Hello everyone,

We are starting a new CDI program at our facility and are currently working on improving our mortality index. I am seeking clarification on the loss of consciousness portion of this code.

 MVA GCS on paramedic arrival at scene 13 during transportation he became hypertensive, bradycardic and dilated pupil.  Upon arrival GCS 1-1-4 with agonal respirations BVM assist. 

Can the decline in GCS be interpreted as loss of consciousness? Does the LOC portion of this code only pertain to LOC in the field?

Currently our TBI are being coded to traumatic coma and stupor without loss of consciousness with GCS scores of 1-1-1 upon arrival.
