TIA due to Uncontrolled Diabetes Mellitus Type 2

Hello,
The doctor is writing 'TIA mostly due to uncontrolled diabetes Type 2 and smoking".
In this case, would the TIA be PDx with the diabetes comp code as secondary (E1.59:  T2 dm with other circ complications)?
Or would the DM code be PDx with the TIA as secondary?

He had BS of 190 first draw, then in the 300's, Estimated Ave Glucose 272, Hgb A1C 11.1. Work up was mainly for TIA with recommendations to control glucose.  No endo or diabetic educator consults.
