State Finance Department Letter for Sep-2?

I saw a comment on the forum stating that their CDI department had obtained a letter from their state department of finance (they didn't note in which state they are) stating that sep-2 was required.

I know New York has that specific Sep-2 law, so maybe that's where they are from, but wondering if anyone else had attempted this and had success or not. Even if not, who did you contact and what did you say?
