HTN emergency and HTN encephalopathy - PDX?

Lengthy one for you guys~

Chapter note below associated with I60-I69 [the range of the HTN encephalopathy] shows use additional code for the HTN - would it be accurate to say that the PDX is the HTN encephalopathy I67.4 and ODX as the HTN emergency I16,1?

Please correct me if I'm wrong but isn't HTN encephalopathy the sequelae of a HTN crisis - in this case, the HTN emergency. Should I then take the I69 note of the sequela of a cerebrovascular disease to justify coding the HTN emergency as my PDX?
