Status Z codes

Hello, I am hoping to resolve a dispute about status codes in my organization (outpatient arena).

One group says that status Z codes (ie Z21 asymptomatic HIV status) should be treated like a diagnosis code and must have at least "one element of MEAT" to compliantly report


Another group says that the status Z code should be reported if mentioned by the physician but not treated during that current visit (ie "pt is HIV positive here for sinusitis today" no other mention about the HIV status in the document)


How does your organization report these scenarios?
