Cardiac Arrhythmia secondary diagnoses

When an ED physician documents findings on an EKG interpretation within their note, is it appropriate to assign those findings as a secondary diagnosis? Do the EKG findings need further work up and/or need to be brought forward to progress notes or discharge summary?
