Risk factors as sole evidence for POA query

Is it considered compliant query practice to send a POA query for a condition that was not diagnosed until after admission, no clinical evidence, signs, symptoms that the condition was POA but the patient has risk factors for the condition? The desired outcome is POA unable to determine to exclude PSI.
