UTI associated with indwelling foley POA

Looking for successful query examples or physician education examples for educating/querying physicians regarding physician documentation of UTI secondary to indwelling foley. Our physicians have a hard time making a distinction between colonization and true UTI for patient's that have indwelling foleys. And IF they decide patient does have a UTI they are hesitant to correlate with indwelling foley. Any suggestions would be greatly appreciated.
