Acute respiratory distress syndrome, HIV, Encephalopathy Proposed Changes

Since I had nothing better to do last night, I took a peak at the IPPS 2019 proposed changes and see that it looks like the dilemma of acute respiratory distress syndrome vs acute respiratory failure may be coming to an end.  It looks like there is a proposal to change J80 Acute respiratory distress syndrome [ARDS] from a CC to a MCC.   This seems to be correct as ARDS is the highest acuity of respiratory failure. 

In addition, it looks like  B20 Human Immunodeficiency virus [HIV] is proposed to change from a MCC to a CC. 

And, it looks like G93.40 Encephalopathy, unspecified will remain a MCC.  Seems that encephalopathy unspecified, was requested to be downgraded to a CC, but was decided that the diagnosis of encephalopathy unspecified, still required the consumption of more resources.

Really glad to see the correction to the ARDS and maintaining the encephalopathy MCC.
